By the end of 2004, according to incomplete statistics, Shaanxi Province had 11,237 agricultural machinery maintenance points and 68,155 repair workers. To address these issues, three key suggestions are proposed. First, the legal framework for agricultural machinery maintenance must be strengthened. While administrative measures are important, a combination of legal and regulatory approaches will ensure long-term stability. The promulgation of clear and enforceable regulations is essential for guiding the industry's development. Second, technical supervision and quality control should be prioritized. Regular inspections, training programs, and public awareness campaigns can improve standards. Additionally, the quality of spare parts used in repairs must be strictly regulated, as it directly affects repair outcomes. Establishing dedicated quality supervision teams will help maintain consistency across the industry. Third, the management system should enhance its advisory and support functions. Repair businesses require guidance on policies, technology, and best practices. Developing national technical standards and maintenance quotas will provide a unified basis for operations, ensuring fair cost allocation and better service delivery.
