Hainan Province implements centralized procurement of drugs through price-limited bidding
The Hainan Provincial Health Department reported on the afternoon of the 2nd that the “Implementation Plan for Centralized Purchasing of Medicines in Medical Institutions in Hainan Province in 2009†(hereinafter referred to as the “Programâ€) has been issued recently, and the price of the drug has been reduced to a reasonable price through price limit bidding. In addition, Hainan’s drug transactions will be regulated online.
In order to promote the continuous and healthy development of centralized drug procurement in medical institutions in Hainan Province, and to create an open, fair and equitable centralized procurement environment for pharmaceuticals, the leading group for centralized drug procurement in medical institutions in Hainan Province is based on the Ministry of Health, the State Council, and the Hainan Province. The relevant documents of the government have issued the "Program" on the basis of summarizing the experience of centralized procurement of drugs in Hainan Province in the past few years.
The "Program" further regulates the drug procurement behavior of medical institutions in Hainan Province, and implements effective supervision over the whole process of drug purchase and sale. This will correct the unhealthy trend in the purchase and sale of drugs, ensure the quality of drugs, reduce the price of drugs, and reduce the burden of medical expenses for patients. It plays a positive role in promoting the scientific and informatization construction process of drug purchase and sale links and standardizing the circulation of drugs, purifying the circulation environment of drugs, and promoting the healthy development of the pharmaceutical industry.
According to the requirements of the “Programâ€, matters to be announced in the process of centralized drug procurement must be released through the service platform or relevant media. Both parties involved in the centralized procurement of pharmaceuticals must conduct online transactions through the service platform. In addition to narcotic drugs and * psychotropic drugs, the State's special management of the second category of psychotropic drugs, medical toxic drugs and radioactive drugs, other drugs used by medical institutions are included in the centralized procurement catalogue. Drugs listed in the national essential medicines list are implemented in accordance with the provisions of the national essential medicine system.
After the announcement of centralized drug procurement, the new drug approved by the State Food and Drug Administration (subject to the new drug certificate), the medical institution may apply for filing for procurement due to clinical needs. Clinical emergency rescue medications can be purchased first, and must be filed for purchase within one week. The price of the drug purchased for filing shall not be higher than the high retail price of the country.
The "Proposal" stipulates that in order to reduce circulation and reduce procurement costs, Hainan Province's centralized procurement of medicines only allows production enterprises (or domestic first-class agents of imported products) to participate in bidding and conduct a series of procurement activities such as drug declaration and quotation. Wholesale (operating) companies only participate as distribution companies. In order to ensure the quality of medicines, pharmaceutical production and distribution enterprises and medicines that participate in centralized procurement must meet the qualification requirements.
