In order to meet people's rigid demand for vegetables, agriculture departments at all levels will achieve adequate vegetable supply, variety, and balanced supply by stabilizing the area, increasing unit production, adjusting structure, and reducing losses, in order to prevent price fluctuations. The specific requirement is that the sown area of ​​vegetables in the country will remain basically stable, and the average annual yield will increase by more than 1 percentage point. In 2015, it will reach 2,300 kg/mu, and by 2020 it will reach 2,500 kg/mu; the annual loss rate of vegetables will be reduced by more than 1 percentage point.

While safeguarding the balance between total supply and demand, agricultural departments at all levels will further adjust the variety structure, optimize regional distribution, and increase the supply capacity in the off-season. In terms of species structure, appropriate increase in leafy vegetables according to demand; in the regional structure, gradually form a reasonable transport radius; in the season of listing, improve the supply of off-season vegetables.

While ensuring the adequate supply of vegetables and varieties, the agricultural sector will also comprehensively improve the quality and safety of the vegetables so that the products meet the national agricultural product quality and safety standards and national food safety standards. In 2015, the commercialization rate of vegetables will increase to 50%, and it will increase to 60% in 2020.
